Pul urges Centre for one-time financial grant
NEW DELHI, Jun 6: Arunachal Pradesh Chief Minister Kalikho Pul on Monday called on Union Finance Minister Arun Jaitley and pleaded him for one-time financial grant of Rs 5214.28 crores, pending to the state to carry out infrastructure development plans and meet the social sector challenges.
The Chief Minister said the amount has been pending due to various liabilities created during the previous government.
"Out of the total amount, Rs 1801 crore were the liabilities created by the previous government and Rs 1264.22 crore liabilities created under the CSS schemes. Also, the state inherited a shortfall of Rs 2149.06 crore in the central share of taxes acquired over the two years," said the CM in a brief meeting with the Union Finance Minister. Union Minister of State for Home Affairs Kiren Rijiju was also present in the meeting.
The Chief Minister further said that, "a liability of Rs. 2421 crores was created in the financial year 2014-15, which was carried forward in 2015-16. Of this, over Rs.1400 crores pertained to liabilities of Special Plan Assistance, 13th Finance Commission Grants, NEC, Civil Deposit and NLCPR schemes."
He informed that Rs 968 crores of liabilities were cleared last year since funding could not be stopped midway for several on-going development projects, which had a cascading impact on the resource position in the year 2015-16.
Further liabilities were created in the Financial Year 2015-16 to the extent of Rs.1801 crores, which were brought forward in the current financial year due to mindless spending by the previous government, said the CM and added that the state's poor financial management resulted in an overdraft scenario to the tune of Rs. 581.38 crores for a prolonged period in 2015-16.
The Chief Minister informed that in the financial year 2015-16, the state received Rs. 7075.58 crores as share of Central Taxes as against the 14th Finance Commission (FFC) recommendation of Rs. 7936.16, leaving a short fall of Rs. 860.58 crores.
Similarly in the Union Budget 2016-17 there has been a lesser provision and the state has been allocated a sum of Rs. 7868.94 crores as against the FFC recommendations of Rs. 9157.42 crores, thereby resulting in a short provisioning of Rs. 1288.48 crores, informed the CM.
The resource scarce state has been deprived of a total of Rs. 2149.06 crores for the last two years on the account of FFC grants alone, he stressed.
To make matters worse, Arunachal has received only Rs. 1980.78 crores under CSS in 2015-16 as against a commitment of Rs. 3245 crores, with a shortfall of Rs. 1264.22 crores, thereby adversely affecting crucial development projects, the CM observed.
Large part of the central grants were utilized under non-plan expenditures such as salaries, wages, maintenance of roads & bridges, power purchase, etc., which amounted to Rs. 7660.38 crore during 2015-16 and is estimated at Rs. 9358.06 crore during 2016-17, the CM added. (Pro to CM)
Huge quantities of Paris polyphylla seized
ROING, Jun 6: A huge quantities of Paris Polyphylla, locally known as ’Jungli kutchu’, were seized during a raid conducted by a team of police here on Sunday evening.
Around 170 kg of the forest products were seized from the possession of one Elisa Linggi and his accomplices by the team of police led by DSP Habung Hayliang and Inspector SK Lenka and four persons were arrested in this connection.
Two separate cases were registered against them at Roing Police Station (case no.29/2016 and 28/2016) Under Section 188 of IPC.
The raid was conducted to check illegal trading of the rare and endangered species having high medicinal values.
There is a standing order issued by the district administration banning extraction, trading, selling and storage of Paris Polyphylla and other rare and endangered species. DIPRO
Flash flood hits Daporijo

DAPORIJO, Jun 6: Various localities of Daporijo township were inundated by heavy rainfall triggered flash flood on Sunday night.
Many people were rendered homeless as flood water flowed into houses and washed away household items. A chaotic situation prevailed while town dwellers were busy shifting their belongings to safe place. The flood has also damaged many houses, roads and drains in places like Polo Colony, Sigin Colony, Gandhi Market, Super Market and many other places.
However, no causality has been reported so far but many of the dwellers found their domestic animals missing.
East Siang lawyers warns of further protest
ITANAGAR, Jun 6: Empanelled lawyers of East Siang district are yet to be paid their outstanding legal dues even they have been absenting themselves from court appearance in protest since the last one month. East Siang District Bar Association (ESDBA) has been boycotting conduct of trials since May 2 last demanding clearance of the fees.
Frustrated with the repeated inaction, the East Siang District Bar Association (ESDBA) has now decided to move for withdrawal from state matters if the payments are not cleared by the last working day of this month.
‘If the pending bills are not cleared within the last working day of June, ESDBA members who are engaged as public prosecutor, state defence counsel (SDC) and Amicus-Curie will have no other alternative but to move for a mass withdrawal or recusal from their respective state matters,’ informed ESDBA in a press release. The decision was taken in a meeting held on Sunday.
Mechuka GREF camp damaged, officials seeks support
PASIGHAT, June 6: GREF authority on Monday informed that the villagers of Rego and Mechuka have vandalized the Mechuka GREF Camp damaging the accommodation, vehicles and equipments, allegedly in retaliation following the death of a woman, hit by a GREF truck.
1443 BCC, Second in Command, Raneghat, AEE (Civil), Tara Chand, has expressed sadness over the death of Yapung Komi.
Reportedly, Komi was hit by a truck of GREF at Tato-Mechuka road on June 1 last. She was evacuated to Army medical camp for treatment but efforts went in vain and the injured lady succumbed to death on the same day.
Expressing serious concerns over the attack, Tara Chand informed that such incident has created fear psychosis among the officers and workers of GREF on duty. The GREF official has sought cooperation and support from the people to carry out the work smoothly stating that all vehicles, equipment and plants inducted by GREF are for the purpose of making road connectivity for defense forces along the border areas. Rita Rajkhowa escapes highway robbery; six suspects arrested
ITANAGAR, Jun 6: The wife of Arunachal Pradesh Governor escaped unhurt from a suspected highway robbery attempt on June 4.
According to Raj Bhawan source, five miscreants in a Swift D’zire car (No.AS-01 BS-3236) chased the car of Rita Rajkhowa while she along with her PSO and the driver was travelling in a Raj Bhawan car to Itanagar via Tezpur at around 11.45 AM.
Reportedly, the miscreants made three failed attempts to stop the car. The incident happened in between Sonapur town and Khetri.
Meanwhile, Sonapur Police (Assam) soon after registering the FIR launched manhunt and succeeded to arrest six suspects within 24 hours.
Three suspects, including the owner of the vehicle were from Assam, presently based in Guwahati and two others were from Ghaziabad, Muzaffarabad, Uttar Pradesh.
Assam DGP Mukesh Sahay said he will personally supervise the case.
The Sonapur Police has been making thorough investigation into the case and they are looking into different angles in order to find out the actual motives of the criminals.
Meanwhile, Arunachal Pradesh DGP I/c Nabin Payeng has deputed one SP level officer to coordinate with the Police of Kamrup East district.
Shocked by the horrible incident, Governor JP Rajkhowa said, “If such incidents can happen to the spouse of a constitutional head of a state that too in broad day light what could happen in case of common people,”.
He emphasized on regular highway police patrolling.
Deputy Chief Minister Kameng Dolo assured the Governor that all steps will be taken to unearth the motives.
Hydro power project affected resettled in Dahung
ITANAGAR, Jun 6: NEEPCO Hydro project affected Bugun community of Bichom in West Kameng has been resettled and rehabilitated at Dahung on June 2 last.
91 households were resettled at Dahung at a cost amounting to Rs 21 crore.
While inaugurating the new settlement area at Dahung, NEEPCO CMD P C Pankaj assured to the community that the executing agency will blacktop the existing road from Pinjuli to Nafra via Kimi-Buragaon-Bichom as and when the 600 MW Kameng Hydro-Electric Project gets commissioned. The CMD also assured job regularization to local workers, presently working on contractual basis.
Local MLA Kumsi Sidisow said that soon after his election to the State Assembly, he has initiated the process of rehabilitation of the community with the NEEPCO authorities, district administration and State govt which had finally materialized.
Meanwhile, electricity has reached Hussi Gaon after more than 25 years. The facility was inaugurated by MLA Sidisow on June 3.
Career counseling programme organised at Seppa
SEPPA, Jun 6: A career counseling program for Class-X & Class-XII passed students and parents was organised on Monday by the East Kameng Social Welfare and Cultural Organization at Officer's Club, Seppa.
The resource persons helped the participants acquaint with numerous career options to break the age-old concept of to become only engineer or doctor.
Highlighting the objectives of the career counseling program as a resource person, Mara Kocho, spoke on engineering and its vast scope, Pai Dawe presented on career related options, Pooza Sonam Natung spoke for taking up civil services, Government College, Wessang, Principal, Robin Hissang on academics, CEO, Arunachal News 24x7, Sapna Tayem on media and its scope, and Chomina Beyong detailed on Anchor/Reporter on Fashion Designing and Anchoring.
The resource persons suggested the participants and students to take advantage of the programme which will provide much needed information about choosing their future career options. Later, the queries of the students were cleared and answered by the coordinator and resource persons.
Meanwhile, EKSWCO and Women Welfare Organization, East Kameng (WWO) on Sunday visited Kampu Hollan Orphanage Welfare Organization, Seppa and distributed rice, utensils, clothes and donated Rs.10,000 for medical emergency.
Further, EKSWCO and WWO inspected the ongoing NLCPR project at Pakoti to Kamsa village to check the ground reality of the works going on. EKSWCO has appealed the contractor and concern executive agency for proper work, so that people of the district can enjoy smooth road communication.
National Electoral Roll Purification training
ITANAGAR, Jun 6: Day long training cum meeting on National Electoral Roll Purification (NERP) was held at Khonsa on Monday under the aegis of Tirap district election branch. In his keynote address Tirap Deputy Commissioner and DEO Ravi Jha while appreciating EAC and ERO Tamo Riba for the elaborate arrangements and good gathering of Booth Level Officers from across the district, said that the electoral rolls should be absolutely error-free. DC lamented the incorrect compilation of electoral rolls by some BLOs pertaining to some booths. He also expressed concern over the faulty reports on electors - population ratio and asked the BLOs to take corrective measures.
The DEO said that there should be a proper working coordination between the EROs, AEROs and the BLOs to ensure proper compilation of electoral rolls which was of paramount importance for conduct of free and fair elections. He expressed unhappiness over the inordinate delay in submission of duplicate and bogus voters' lists and poor performance in EPIC cards coverage.
Later the training was imparted by EAC and ERO Tamo Riba who explained the intricacies and facets of electoral rolls through a power-point presentation. He told the BLOs that they had been vested with enormous powers by the ECI and asked them to carry out their assigned duties with great responsibilities adding that their inputs and information was key to error-free compilation of electoral rolls. He explained to them the Dos and Don’ts on electoral roll preparation and thoroughly enlightened them on all the aspects of electoral roll preparation. While clarifying the doubts raised by the BLOs, he told them to visit the election office at Khonsa whenever they get confused on any election related matters. The programme was attended by all BLOs from 54- Namsang, 55 Khonsa-East, 56 Khonsa-West and 57 Borduria-Bogapani Assembly constituencies, EROs, AEROs and Election Staff.
World Environment Day
ITANAGAR, Jun 6: The vacation Mini-Libraries of Lamliang, Medo, Manyuliang & Namgo under APNE Library, Wakro celebrated the World Environment Day with a series of reading contests at Medo, followed by tree-plantation in respective villages. The programme was conducted by the reader – activists of Bamboosa Library, Tezu jointly with the Forest Dept, Medo & the Gyan Sarobar School, Medo.
The APNE Library also presented, in absentia, awards to its readers, Ms. Priya Ngi of Manyuliang who scored 10 CGPA in CBSE class- X exam & Ms. Sharon Mathews, of Wakro who scored 96% in class XII (Humanities). The DIMDIMA Magazine Award of Rs 1000/- for the best creative piece during 2015 was presented to Ms. Okesi Tayang for her story ‘The Bicycle’.
ASM Medo Sanjay Ngadong and a parent of Manyuliang Saketlu Ngadong lauded the library activists for training reading- deprived students with dedication.
What made the reading contests special was the fact that APNE Library activists in Wakro circle have been running vacation mini- libraries in 13 hamlets, all through the summer Vacation, training Govt. school students in story-telling, reading and recitation. The Vivacity and expressiveness in story telling in Hindi & Mishmi languages clearly complimented the silent but earnest efforts of the activists in spite of harsh climate and a hard rural life.
The World Environment Day was celebrated at NHPC’s Subansiri Lower HE Project.
Speaking at a programe, Executive Director Sh Rakesh, towing the line of this year’s World Environment Day Theme, “Go Wild for Life”, stressed upon the need for wildlife protection. He stressed on the need to follow the environmental policies of NHPC limited and appealed all to become environment conscious citizens.
At Neotan village in Changlang, people held a candle light prayer service for the environment and distributed saplings on Jun 5 last, to mark World Environment Day at the Namphai I traffic junction.
Speaking on the occasion, Miao Diocese Secretary, Fr. Felix Anthony emphasised the importance of protecting the environment and urged all to plant trees.
ASM, Dangnai Mossang lauded the people’s initiative and hoped that more people will follow their example to protect the environment.
Kids Quest School, Ziro on Sunday celebrated World Environment Day with theme ‘End illegal wildlife trade’. To mark the day, school organized drawing and quiz competitions among the students on the topics related to environment conservation and protection. They also planted saplings in and around the school campus located at Abulyan.
Meanwhile, VKV School Ziro also observed the day. On the occasion of "World Environment Day" the school organised drama competition under the theme 'Save trees save environment'.
Mein calls for revitalization of livestock farms
ITANAGAR, Jun 6: Deputy Chief Minister Chowna Mein, who also holds the of charge Animal Husbandry Veterinary and Dairy Development Department, exhorted the officials of his department to revitalize all livestock and poultry farms with innovative approach as to bring back the past glories of the department.
Addressing a review meeting after inaugurating the newly constructed Directorate Office building of Department of Animal Husbandry, Veterinary Dairy Development at Nirjuli on Monday, Mein said he was pained to see the farms lying in dilapidated condition.
Recalling the past glorious memories of the department farms, where the activities of the farms were in full bloom, Mein said the dignitaries visiting the state were proudly brought to the department farms in Nirjuli to showcase the bumper activities of the state government.
He was of the opinion that the policy makers did not well understand the concept and benefits from the animal husbandry sector for economic upliftment of the rural farmers. He suggested that the educated unemployed rural youth should be attracted towards livestock rearing sector by developing their skills on dairy farming.
Earlier, Mein also flagged off the refrigerated Vaccine Carrier vehicle.
Director Dr. T. Padung highlighted the various problems faced by the Department.
Despite fund crunch due to limited plan budget allocation from the state government, the department could garner highest revenues of Rs. 1.30 crore from Agriculture and allied sector, including livestock breeding farms.
Joint Director (Plan) Dr ND Minto raised the issues of rampant encroachment of the department land and need for the infrastructure development fund. He urged Mein to look into the problems being faced by the department.
DC instructs HODs to ensure protection of Govt. lands, properties
ROING, Jun 6: Lower Dibang Valley Deputy Commissioner Ravi Dhawan instructed all the HoDs to ensure protection of government lands and buildings through erection of proper security walls, and sought separate lists of government quarters and details of the occupants.
While reviewing the progress of various works under various line departments in a coordination meeting on Monday, Dhawan emphasized on timely completion of the all works maintaining quality.
He enquired about the progress of Deopani Hydel project, CO office, Parbuk and its approach roads and sought status reports on CC road in Roing Township, road from old Abali to Abango via Horupahar under SPA scheme, existing MIP and DIP, community halls in various villages and other works being executed by various line departments.
The DC also sought status report on the District Guest House and directed the DRDA Project Director for early completion of the project.

Library reading block dedicated to Kamlesh Joshi
NAMSAI, Jun 6: Parliamentary Secretary (Tax & Excise and Textile & Handicraft) Chau Zingnu Namchoom dedicated the reading block in District Library, Namsai in fond memory of former Deputy Commissioner Late Kamlesh Kumar Joshi, who died in a helicopter accident last year.
The block was constructed under the MLA’s Local Area Development Fund.
Namsai Deputy Commissioner RK Sharma, DIGP (East) Apur Bitin, Rtd Commissioner Tape Bagra, ADC, SDPO and all administrative officers, HODs, public leaders, student organizations, representative from various NGOs of Namsai district were present on the occasion and paid floral tribute to the portrait of Late Joshi along with the Parliamentary Secretary.
Speaking on the occasion, Namchoom recalled the people friendly activities taken up by late Joshi during his tenure as ADC in Namsai.
“Joshi was a brilliant, courageous and dynamic officer and his untimely death has caused an irreparable loss for the people of the state and the Nation as a whole. He appreciated both RK Sharma Librarian S Mukherjee for their utmost care in career building of the local youth through excellent library services.
He also officially declared the District Library, Namsai as free Wi-Fi zone—first such facility in the history of Public library in Arunachal Pradesh.
Namchoom hoped the facility will immensely helpful for the library users.
Recalling his close association with Joshi, Namsai Deputy Commissioner Sharma suggested for establishing a library network between the academic libraries and public libraries. He assured to provide all necessary support to deliver library services in the interior villages in the district.
Earlier, Mukherjee highlighted the vibrant character of late Joshi and remembered his keen interest in the field of Library services.
Sharp rise in dengue cases in state
ITANAGAR, Jun 6: There has been a sharp rise in the number of dengue cases in the state since the disease was detected first in 2012.
In 2015, a total of 1996 dengue cases were detected while the number of dengue cases in the previous year (2014) was only 27, informed Dr. K Lombi, Zonal Malaria Officer.
Addressing at a dengue awareness programme in the Conference Hall of the Deputy Commissioner, Itanagar Capital Complex Dr. Lombi said that the dengue cases in the state was first detected in 2012 with 49 people testing positive for it. In 2013, 15 people were detected for dengue.
According to her, the main reason for such a high rise in Dengue case was the lack of awareness among people regarding its prevention.
Recently also, entomological survey was conducted at various location in the Capital Complex wherein dengue larvae was found posing chance of outbreak of the disease.
She also highlighted the various vector control strategies such as biological, chemical and most importantly environment control like active source reduction from all existing and potential breeding sites and personal control like use of protective clothing, mosquito nets, repellants etc. She listed out few potential breeding sites, like tyres, bamboos, construction sites, any container with stagnant water etc.
Dr. Lombi explained in details about dengue fever, its symptoms, transmission, treatment, potential breeding ground etc. Since there is no specific treatment for dengue, we should emphasize more on its prevention, added Dr. Lombi.
Earlier, Deputy Commissioner Sandeep Kumar Singh stressed the need for organizing Dengue awareness campaigns so that each and every person gets sensitized who in turn can sensitize others by disseminating information. He termed everyone as stakeholder and sought their cooperation as it requires a collaborative effort, especially community participation.
The DC informed that a series of awareness programme have been conducted at various location in the Capital Complex and further urged upon the Municipality and the Panchayat leaders to conduct more such awareness programme and cleanliness drives at various sectors/ areas within their respective jurisdiction. He also informed that enforcement team headed by the respective administrative Officers would be constituted soon for regular monitoring.
Earlier, Dr. Aruna Tana Likha, DVBDCP officer, one of the resource person for the programme briefed about the various vector borne diseases like Malaria and Japanese Encephalitis, its causes, diagnosis, signs and symptoms, treatment, and most importantly on its prevention. In the case of malaria, early diagnosis, followed by appropriate and effective treatment helps in reducing mortality.
DMO Dr. S Ronya informed that awareness programme on Vector Borne Disease would be conducted at various sectors of Itanagar, Naharlagun, Nirjuli and Banderdewa and appealed everyone to cooperate and participate in the programme.
The CMEO, all the HoDs of the Capital Complex, Administrative Officers, Police, Engineering departments, Municipality, Panchayat etc attended the meeting.

IG Park open for vehicular traffic
ITANAGAR, Jun 6: In a decision that is sure to disappoint many citizens, who enjoy the peace and quiet of the Park, vehicular traffic through IG Park, Itanagar will be opened from 9 AM to 6 PM in one way direction from NH- 415 towards Niti Vihar till the construction work of the bridge is completed.
Deputy Commissioner cum District Magistrate Itanagar Capital Complex has informed that the decision was taken in view of the traffic congestion during peak hours within Itanagar due to the restriction of traffic from Itanagar to Niti Vihar via Abotani Colony.
The DC has further advised that the road through ESS Sector may be used as an alternative.
Orgs demands CBI inquiry in Kali Bulo case
ITANAGAR, June 6: Frustrated with the inaction, many organizations have come ahead to press for handing over the unsolved Kali Bulo death case to CBI. All Tagin Youth Organization, All Bulo Youth Organization, All Capital Complex Tagin Students’ Union, All Tagin Students’ Union West Siang unit, All Arunachal Pradesh Labour Union Upper Subansiri unit and Students’ Union Govt College, Daporijo have also demanded for awarding ex-gratia and compensation to the late teachers’ family, disciplinary action against SIT for intentional delay and failure to initiate action against persons; involved in the vandalism of memorial stone at GHHS Mechukha on August 14 last year.
Late Kali Bulo, an Assistant teacher with Govt Higher Secondary School, Mechukha, was found dead under mysterious circumstances in his quarter in the morning of August 5 last year.
The organizations have further warned of taking up democratic movement if state government fails to fulfill the demands.
Govt. release fund for guest house
ITANAGAR, Jun 6: The state govt has released a sum of Rs 35 lakhs for payment of one time premium of land revenue cost for allotment of land for establishment of new Guest House near North Eastern Indira Gandhi Regional Institute of Health & Medical Sciences at Shillong, Meghalaya.
The amount has been allotted to the Department of Health & Family Welfare, from over all provision of budget estimate of 2016-17. The department has been strictly instructed to utilize the above fund only for the purpose allotted and not to divert the fund for any other purpose and to incur the expenditure by observing all the codal formalities. Chief Minister Kalikho Pul felt that of late Arunachalee patients prefer NEIGHRIMS for their medical treatment due to presence of state of art medical facilities at hospital and comparatively cheaper cost of treatment. The Guest House once constructed will provide decent accommodation for the Arunachalee patients and students studying at Shillong.
It is also to mention here that during his visit to Shillong during NEC plenary meeting, Pul along with Deputy Chief Minister, Kameng Dolo had inspected the Govt land for the establishment of Arunachal Guest House at Shillong.

ITANAGAR, Jun 6: Due to improvement in power generation of central sector power stations during the high hydro power season and subsequent increment in the State's power allocation, the load restriction order issued earlier has been temporarily lifted subject to availability of power and demand, according to Power Department release.
DoKAA’s project to restore original names of native places
TAWANG, Jun 6: Department of Karmik and Adhyatmik (Chos-Rig) Affairs (DoKAA) has taken up a pilot project to restore the original names of various native places in Tawang and West Kameng districts.
As part of the first phase of the project, boards displaying original names of places are being installed at 33 prominent locations in Tawang district.
The project which was initiated by Tsona Gontse Rimpoche aims at preserving promoting culture and tradition of the districts.
West Kameng would be covered during the second phase.
The inaugural function was held at Zhitro Tse, commonly known as Topovan Colony with chanting of prayers.

DC encourages skilled youth
BOMDILA, Jun 6: West Kameng Deputy Commissioner, Dr. Sonal Swaroop on Monday visited the District Industries Centre where candidates were taking the entrance examination tests for Industrial Training Institute and encouraged them to do well and be skilled in their chosen fields for self-employment.
A total of 57 prospective young trainees from West Kameng were taking the entrance examination test to undergo one year vocational training course in various trades like Computer Operation and Applications, Stenography, Welder, Food Preservation and Motor Mechanic. The entire cost of the training would be borne by the state government.
The DC visited the examination hall and wished all the best to all the candidates. Chairman of the interview board and Circle Officer T. Mitkong and DDI P.C Lama briefed details of the examination to the DC.
Meeting on Mission Indradhanush
CHANGLANG, Jun 6: The fourth DTFI meeting on Routine Immunization and Mission Indradhanush Phase III was held at Changlang on Monday.
Chairing the meeting, Changlang Deputy Commissioner, Wayong Khimhun expressed dissatisfaction with the poor improvement in RI and MI, asked the MO in-charges to take significant improvements in health indicators through more dedications and sincerity. He also suggested for informing him if there was no medicine available and also the respective MLAs for appropriate solution. Further the DC directed the Medical Officers to ensure timely submission of correct reports/data.
DMO, Dr. Karrik Basar called on the medical officers of Nampong, Manmao and Yatdam areas to improve their performance because poor performance of any one facility makes a huge difference to the district performance as a whole.
DRCHO, Dr. Tope Yomcha pointed that MI is a mission, there are targets and there is also a timeline to achieve these targets so, everyone must adhere to this timeline. He also requested all the Medical Officers to work out the obstacles faced by them at the periphery so that a decision can be made of what steps can be taken next to overcome these problems.
The Medical Officer in-charge of health facilities presented their performances in respect of their health facilities. The performance of each health facility was evaluated and the facilities reflecting poor performance was asked to make necessary improvement.
Workshop on palm oil cultivation
ITANAGAR, Jun 6: A workshop on palm oil cultivation was organized by the RK Mossang Memorial Society, a local NGO at Jairampur on Jun 1 last.
During the programme, Nampong Agriculture Development Officer, Jongship Tikhak elaborated to the trainees about the various schemes and programme of the agriculture department and the latest agro-technology.
The NGO has selected Jairampur, Nampong and Manmao blocks for the cultivation of Palm oil while, the target for completion of the cultivation as per specification has been fixed as Jun 30 next.
DLMC meet reviews implementation of CSS
YUPIA, Jun 6: The Papum Pare District Level Monitoring Committee (DLMC), in a meeting held under the chairmanship of Deputy Commissioner Pooja Jain reviewed the progress of various Centrally Sponsored Schemes (CSS) implemented in the district and capital division..
Addressing the meeting, the Deputy Commissioner called upon the implementing agencies to complete the works within the targeted period by judiciously utilizing the funds.
She also called for strict monitoring and compliance of all quality control measures laid down in the guidelines.
After thoroughly reviewing the projects she expressed satisfaction with the presentation made by the officers on various schemes implemented. She, however, cautioned that fund would not be released if the works are not satisfactory.
She also urged the PRI members to monitor the project implementation and report it directly to the DC, if any discrepancy is found.
Earlier, all the implementing agencies and Head of Departments presented project wise physical and financial status report through PowerPoint.

Survey of the proposed site of the ITI
Ziro, Jun 6: In a bid to establish the long pending Industrial Training Institute (ITI) at Monipolyang, Ziro local MLA Tage Taki, Deputy Commissioner Kemo Lollen, Director Skill Development and Employment Subu Tabin and Bharat Lingu, DLRSO carried out a joint survey of the proposed site of the ITI on Sunday. The institute was sanctioned way back in 2010-2011.
In the course of the survey, many unused buildings and infrastructures of various departments were identified and proposed to be acquired by the district administration for further handing it over to the Skill Development and Employment department. The institute shall temporarily run from these buildings until the full fledged ITI campus becomes functional. However MLA Tage Taki noted that classrooms and hostels will have to be constructed on priority so that the academic sessions can be started from 2017 onwards.

Awareness prog on medicinal and aromatic plants
ITANAGAR, Jun 6: Department of Forestry, NERIST organized a two days programme at Rasam village in Pasighat to create awareness and to develop knowledge among the rural populace about the importance of medicinal and aromatic plants to enhance the economic status of the villagers.
Dean of College of Horticulture and Forestry, Pasighat Dr. AK Paney explained in details the cultivation of medicinal and aromatic plants to boost the rural economy. He also highlighted on various useful plants with colourful photographs and posters.
Dr. H. Hazarika from NEIFM, Pasighat and Dr. T. Payum, Assistant Professor of JNC also spoke on the economic benefits of cultivation of medicinal and aromatic plants.
Demonstration on uses and management of various medicinal and aromatic plant resources, cultivation techniques were also conducted.
N. Sarmah known as Bambo Lady from Assam also demonstrated different bamboo products and their economic importance.
About 500 seedlings of 20 different species of medicinal and aromatic plants were distributed to the villagers.
More than 120 villagers, including the GPM, Goan Bura, teachers, forest official etc. participated in the programme.
The programme was organized under a R & D Project funded by NEC, Shillong.
Administration intensifies cleanliness drive in schools and market areas
PASIGHAT, Jun 6: East Siang district administration has begun implementing an eradication plan to deal with the potential threat to public health from various vector borne diseases.
Deputy Commissioner Isha Khosla has directed all the Principals and Headmasters to keep school campus clean and beautiful. Khosla categorically instructed the school authorities to involve their students in social service activities in their respective schools on every Saturday. On every third and fourth Saturdays, students of a secondary or a higher secondary school will have to take part in social service in General Hospital and market areas.
On Saturday, the students of Mirku Secondary School participated in the social service and cleaned the school campus.

Cancel transfer of EAC: AAPACSU
ITANAGAR, Jun 6: The All Arunachal Pradesh Anti Corruption Students’ Union (AAPACSU) has sought cancellation of the transfer of EAC incharge ADC Seijosa T R Tapu.
In its representation to the chief minister, the union said that Tapu is a very competent and good administrator under whom many developments took place in the area.
He has done tremendous job during flash flood and natural calamities. Under his kind effect, even boy’s hostel of Seijosa has been renovated on donation and social service basis, the union said adding that people wants him to stay till Seijosa is more developed on the field of socio-economics.
DA carries out eviction drive for clearance of RoW
YINGKIONG, Jun 6: Continuing with its the eviction drive to clear of Right of Way for construction of Yingkiong- Mariyang- Pasighat district connectivity highway project, the Upper Siang district administration on Friday last, carried out the 3rd phase of the drive for clearance of ROW at 0.85 Km stretch near Yingkiong town with the help of Executive Magistrate and police force.
It is pertinent to mention that despite receiving adequate compensation against their land acquired for construction of the road, some vested individuals were creating nuisance and obstruction in earth cutting work along the RoW for expansion of the road.
The district administration has warned of stern action against any individual found wilfully putting obstruction in smooth construction of the highway. This highway project is of immense importance for the district and if completed it would shorten the journey to Pasighat to 3-4 hours. (DIPRO)
Disaster preparedness review meeting at Namsai
NAMSAI, Jun 6: A disaster preparedness review meeting was conducted in the office chamber of DC Namsai.
Addressing in the meeting, Namsai DC Sharma called on all to streamline district level disaster preparedness in the schools. Sharma emphasized to ensure on adequate safety measures in all private educational institutions in the district. He also cautioned that no school building shall be constructed without following any building bye-laws. The DC suggested for constituting a board headed by the DDSE to visit all private educational institutions and submit report in this regard. He also directed the concerned officials to conduct mock drill in township areas in a regular basis for which necessary support may be sought from all concerned agencies.
SDPO, DDSE, DDMO, UPO and OC Fire station also gave in their suggestions in the meeting.
Org demands inquiry
ITANAGAR, Jun 6: Alleging payment of bill to the contractor concerned against the work for construction/maintenance of a link road in Gobuk village under Yingkiong administrative circle of Upper Siang district without any work, the Youth Movement Against Corruption (YMAC), Yingkiong has demanded an inquiry into the case by constituting a committee within 10 days.
The YMAC in a release stated that it has submitted a complaint letter to the Upper Subansiri Deputy Commissioner in this regard.
It alleged that the executing entreprise/firm, which was awarded for construction/maintenance of a road to paddy field from the PWD road in Gobuk village, has been paid the bill without any work allegedly by the EE of RWD, Yingkiong division.

ITANAGAR, Jun 6: The Intellectual Activist Movement of Dumporijo (IAMD) has decided to support and take voluntary participation in the Peace Rally organized by All Tagin Student Union (ATSU) on June 9 in protest against the state government’s/authority’s failure to solve the Kali Bulo murder case.

Union appeals for posting COs in remote circles
ITANAGAR, Jun 6: The Adi Students Union (AdiSU) has requested the state government to post Circle Officers at various circles of Upper Siang district.
It stated that administrative circles like Palling, Migging, Mopom and Katan have remained defunct due to absence of administrative officers. These circles were created for the welfare of the people of the remote border areas but they are suffering due to absence of administrative officers in their day to day official works, added the release.
Further stating that the law and order of Yingkiong town is deteriorating day by day, the AdiSU has called on the district authorities to take remedial steps to curb the lawlessness. The union stated that many drunken school students and youths loiter in and around township area during the night while some grocery shops and wine stores are selling IMFL late at night. It requested the authorities to keep a strict vigil on the illegal activities of the traders and the drunken menace by deputing sufficient police personnel on night patrols.

Dear Editor,
Something has to be definitely done to keep marijuana away from young people and excessive use. Banning doesn’t look like a solution. These days’ kids are often seen using marijuana which they get from some local pot dealer. It is very easy to procure as the rates are very cheap.
If there is a licensed pot dispensary, it can keep track of every buds of marijuana sold and it will keep away small school from easily procuring it. Definitely, it benefits the dealers, consumers and the state as it can impose taxes on marijuana sales.

Invest in higher education
Dear Editor,
Completing schooling in my own state and moving out for higher studies seem very fantasizing. But then you drop down your spirit realizing how hard it’s going to be adjusting to the new and a variant environment. There are a lot of things to be worried about like the weather, language, food habit, mixed nature of people especially when you are from the North Eastern region of the country. Every year a large number of students from Arunachal Pradesh storm out to join renowned institutes in other states for higher education. What is the reason behind this mass discharge of students?
The month of June-
Official record states that education system in Arunachal started having only 3 Lower Primary schools with enrolment of 35 students in 1947. As per higher education of the state is concerned, the first college was establish on 4th July, 1964 with enrolment of 42 students. After a gap of 15 years, on the 4th September 1979, the 2nd college of the state, the Government Degree College, Itanagar later on named as Dera Natung Government College was established. Thus, the starting of higher education in the state was not only late but also very slow.
However, the state is bestowed with two important institutes that came up in the
year 1984. Among them North Eastern Regional Institute of Science and Technology
(NERIST) play a very significant role in raising the technical and management education
in the state. Another premier educational institute is the Rajiv Gandhi University.
But these institutes allot limited seats up to 40-
The biggest drawback of the state is the absence of Medical Colleges. Nevertheless, the state government does conduct entrance examination and the students are allotted seats in colleges present in other states. Seats are also allotted for the engineering students in the same format. Recently many new colleges have been opened in almost every district of the state. But these colleges are just for name sake without proper infrastructure and lack of faculties and resources. Arunachal Pradesh has the distinction of having the highest percentage of untrained teachers.
Higher education is undoubtedly the most powerful tool to build a knowledge based society. The funding of the higher education system should be considered as a long term social investment for the promotion of economic growth, cultural development, social cohesion, equity and justice for the future of this upcoming state.
