Pul urges Centre for one-time financial grant
NEW DELHI, Jun 6: Arunachal Pradesh Chief Minister Kalikho Pul on Monday called on Union Finance Minister Arun Jaitley  and  pleaded him for one-time financial grant of Rs 5214.28 crores, pending to the state  to carry out infrastructure development plans and meet the social sector challenges.
The Chief Minister said the amount has been pending due to various liabilities created during the previous government.
"Out of the total amount, Rs 1801 crore were the liabilities created by the previous government and Rs 1264.22 crore liabilities created under the CSS schemes. Also, the state inherited a shortfall of Rs 2149.06 crore in the central share of taxes acquired over the two years," said the CM in a brief meeting  with the  Union Finance Minister. Union Minister of State for Home Affairs Kiren Rijiju was also present in the meeting.
The Chief Minister  further said that, "a liability of Rs. 2421 crores was created in the financial year 2014-15, which was carried forward in 2015-16. Of this, over Rs.1400 crores pertained to liabilities of Special Plan Assistance, 13th Finance Commission Grants, NEC, Civil Deposit and NLCPR schemes."
He informed that Rs 968 crores of liabilities were cleared last year since funding could not be stopped midway for several on-going development projects, which had a cascading impact on the resource position in the year 2015-16.
Further liabilities were created in the Financial Year 2015-16 to the extent of Rs.1801 crores, which were brought forward in the current financial year due to mindless spending by the previous government, said the CM and added that the state's poor financial management resulted in an overdraft scenario to the tune of Rs. 581.38 crores for a prolonged period in 2015-16.
The Chief Minister informed that in the financial year 2015-16, the state received Rs. 7075.58 crores as share of Central Taxes as against the 14th Finance Commission (FFC) recommendation of Rs. 7936.16, leaving a short fall of Rs. 860.58 crores.
Similarly in the Union Budget 2016-17 there has been a lesser provision and the state has been allocated a sum of Rs. 7868.94 crores as against the FFC recommendations of Rs. 9157.42 crores, thereby resulting in a short provisioning of Rs. 1288.48 crores, informed the CM.
The resource scarce state has been deprived of a total of Rs. 2149.06 crores for the last two years on the account of FFC grants alone, he stressed.
To make matters worse, Arunachal has received only Rs. 1980.78 crores under CSS in 2015-16 as against a commitment of Rs. 3245 crores, with a shortfall of Rs. 1264.22 crores, thereby adversely affecting crucial development projects, the CM observed.
Large part of the central grants were utilized under non-plan expenditures such as salaries, wages, maintenance of roads & bridges, power purchase, etc., which amounted to Rs. 7660.38 crore during 2015-16 and is estimated at Rs. 9358.06 crore during 2016-17, the CM added.   (Pro to CM)

Bangladesh on edge

India’s immediate neighbour Bangladesh is fast emerging as hot bed of Islamic militancy. The list of those who have fallen victim to attacks by Islamist militants in Bangladesh is growing. Secular bloggers, academics, gay rights activists, and members of religious minorities including Shia, Sufi and Ahmadi Muslims, Christians and Hindus have all been killed many of them hacked to death. Who exactly is behind the attacks remains murky? Bangladesh has myriad extremist groups and there have been few convictions over the attacks. Though ISIS has laid claim on several attacks, govt. has disputed claims by them and al-Qaeda-linked groups for the attacks, instead often blaming opposition parties or local Islamist groups. In the latest incident today a Christian grocer in Natore district of Rajshahi division in northern part of the country was hacked to death.

Police said the killing had similarities with previous militant attack against secular thinkers and writers. Since the beginning of this year alone, 13 people including rights activists and people of different faiths have been brutally killed. There are widespread allegations that government is not doing enough to protect minorities in the Sunni-dominated nation. However, bizarrely Bangladesh government is talking of conspiracy theory and has alleged of an Israeli link to the recent killings of secular bloggers and minorities. Government alleges that opposition politician had met an Israeli intelligence agent and there was evidence of an “international conspiracy” against Bangladesh. Instead of admitting their failure to protect minorities the government is indulging in blame game. India should not overlook the situation emerging out of Bangladesh. Whatever happens there has potential to affect the country. India needs to be on guard and be ready for any eventuality. Also the Bangladeshi government should not forget that even though a Muslim majority, officially it is a secular nation. They should strive hard to protect secular fabric and don’t let Bangladesh turn into next Pakistan.

Legalise marijuana

Dear Editor,

Something has to be definitely done to keep marijuana away from young people and excessive use. Banning doesn’t look like a solution. These days’ kids are often seen using marijuana which they get from some local pot dealer. It is very easy to procure as the rates are very cheap.

If there is a licensed pot dispensary, it can keep track of every buds of marijuana sold and it will keep away small school from easily procuring it.  Definitely, it benefits the dealers, consumers and the state as it can impose taxes on marijuana sales.

An open letter to the Education Minister

Dear Editor,

This is with regard to high fee structure of all private B.Ed. colleges in Arunachal Pradesh.

In reference to a notification dated, Itanagar 28th August 2015 regarding the fixation of fees for pursuing B.Ed. courses is ? 60,000/- only per annum for all the private colleges functioning in the state as per Govt. and RGU. Despite the notification, most of private B.Ed. colleges are charging at the rate of ? 70,000/- per annum and thereby defying the notifications of Govt. of Arunachal Pradesh and causing hardship to those students especially who belongs to poor background.

Therefore, I on behalf of the trainees and future aspirants, who couldn’t afford such a huge amount to pursue B.Ed. course in private institutions, highly request the honourable Education Minister to kindly look into the matter and take some necessary step as soon as possible.

Yours,

An  Aspirant

Muhammad Ali was the greatest

Dear Editor,

This is with reference to the report titled, "Vijender, Mary lead Indian tributes to Ali" (The Arunachal Times, June 6, 2016). Muhammad Ali was the greatest because his fight was not limited to boxing ring but in social and political arena as well. In fact, his fight was straighter in larger cause than within the confinement of boxing ropes. He danced like a butterfly and played rope-a-dope with his boxing opponents but was always very straight and clear in his fight against social and political injustices. He straightway turned down a huge offer to promote a toothpaste brand only because the toothpaste was white. Such was his clear statement and commitment against racism. He stuck to his decision of not participating in Vietnam War and supported anti-Vietnam war protests in spite of the fear of ruining his bright career.

Sujit De,

Invest in higher education

Dear Editor,

Completing schooling in my own state and moving out for higher studies seem very fantasizing. But then you drop down your spirit realizing how hard it’s going to be adjusting to the new and a variant environment. There are a lot of things to be worried about like the weather, language, food habit, mixed nature of people especially when you are from the North Eastern region of the country. Every year a large number of students from Arunachal Pradesh storm out to join renowned institutes in other states for higher education. What is the reason behind this mass discharge of students?

The month of June-August is the toughest for the parents and the students. After the declaration of the results, students are bewildered, firstly with their career option and next selecting the right institute in other states.  Ambassadors of different institutes haul in the capital city, Itanagar. They advertise their institutes so extravagantly that anyone would fall for their words. But then, that’s their job. The students with no clear option reach out for these institutes. Parents and their ward expect quality education from such institutes and when they realize the truth, it’s already too late. Fresher from underdeveloped states like Arunachal Pradesh come up with enthusiasm and expectations. Once they join their moral dies and so their dreams. They forget about their studies and bump back to the land nothing but as a loser. The worst case is when they are unfortunately trapped in fake institutes that are not recognized. You lose money and you lose time. Just imagine you are in your final year and you get thunder stroke, your college has no affiliation. That’s the worst nightmare a student can have. There is nothing wrong in sending your ward to private institutes but one should carry out a research procedure before doing so. Sometimes students assign links for private institutes and the person turns out to be a fraud running away with the stake of money that was supposed to be your education fee.

Official record states that education system in Arunachal started having only 3 Lower Primary schools with enrolment of 35 students in 1947. As per higher education of the state is concerned, the first college was establish on 4th July, 1964 with enrolment of 42 students. After a gap of 15 years, on the 4th September 1979, the 2nd college of the state, the Government Degree College, Itanagar later on named as Dera Natung Government College was established. Thus, the starting of higher education in the state was not only late but also very slow.

However, the state is bestowed with two important institutes that came up in the year 1984. Among them North Eastern Regional Institute of Science and Technology (NERIST) play a very significant role in raising the technical and management education in the state. Another premier educational institute is the Rajiv Gandhi University. But these institutes allot limited seats up to 40-50%.  Every student can’t pass through the merit criteria set up by these institutes. Besides with the number of student for higher education in rapid run and the state government unable to provide any mitigation, students are either bound to look for institutes in other states or to leave behind their dreams.

The biggest drawback of the state is the absence of Medical Colleges. Nevertheless, the state government does conduct entrance examination and the students are allotted seats in colleges present in other states. Seats are also allotted for the engineering students in the same format. Recently many new colleges have been opened in almost every district of the state. But these colleges are just for name sake without proper infrastructure and lack of faculties and resources. Arunachal Pradesh has the distinction of having the highest percentage of untrained teachers.

Higher education is undoubtedly the most powerful tool to build a knowledge based society. The funding of the higher education system should be considered as a long term social investment for the promotion of economic growth, cultural development, social cohesion, equity and justice for the future of this upcoming state.

Yours,

Binken Segia
